A collaborative effort built on trust, completed on time, and within budget: The completion of the State of North Rhine-Westphalia’s Financial Administration Data Center (RZF) marks the pinnacle of Landmarken’s developments for public-sector clients to date. It stands as an outstanding example of a successful partnership between the public and private sectors.
The state of North Rhine-Westphalia has now purchased the complex in Kaarst near Düsseldorf, thereby securing a key piece of infrastructure. The new building, with approximately 37,000 square meters of floor space plus a parking garage, was handed over to the tenant in early May after just two and a half years of construction.
In addition to the data center itself, the complex—developed in collaboration with ZECH Bau and ICT Facilities—also offers space for offices and meeting rooms, storage areas and workshops, a print shop, and a cafeteria. Approximately 1,000 employees of the tax administration will find excellent working conditions across three buildings—ideal conditions, in other words, for the digital, citizen-friendly tax administration of the future. The international building services provider SPIE was contracted to operate the complex designed by agn Niederberghaus & Partner.
The new building in Kaarst is notable for its exceptional sustainability. With the exception of a few peak loads, it will operate in a carbon-neutral manner. One reason for this is the use of geothermal energy to provide heating and cooling. To this end, 50 geothermal probes were installed at a depth of approximately 150 meters. Waste heat from the data center is also utilized. The system is powered by heat pumps, for which part of the required electricity is generated by a photovoltaic system on the roof.
